I find that list quite odd. He didn´t play these for some reason...:
Windbrisk Heights
Horizon Canopy
Chrome Mox
Soltari Trooper
Amrou Scout
Crusade
SWORD OF FIRE AND ICE
Ravages of War

I would have personally played all these also:
Akrasan Squire
Icatian Javelineers
Tangle Wire
Ajani GOldmane
Battle Screech
Cloudgoat Ranger

ravages probably could be because its so hard to get, the others have no idea. :P
avoiding nonbasic lands?

but yeah, tangle wire seems like a good card to include.

But only he can say exactly why...

I wouldn't play Crusade as well:

we had 8 WW in competition and some WWu, Zoo and other decks playing W-Creatures / playing crusade too often gives your opponent an advantage; MErcator lost a game in GP 6 when he played a mirror-match with WWu against WW cause he played Divine Sacrament and his opponent the creatures ;)

I wouldn't play Windbrisk Heights:

a WW-player needs to put preasure on the board as fast as he can -> no cit-lands at all / we do not play Block

I would always play Sword of Fire and Ice above Sword of Light and Shadow BUT he maybe expected a mass of white men and he was right! As i know he won one or two mirror-matches before reaching Top 8!

Amrou Scout, Tangle Wire and Ravages of War looks good for sure but you always have to choose another card to cut.
