if there are 4, each of them gets a spot
if there are more than 4, the ladder-rank decides who will join
in both cases the tournament starts as soon all decklists have been sent, deckcodes have been posted and fee has been balanced
if there are less than 4, all already registered players get a spot and the tournament starts as soon there are 8 participants
